Jessica Z. Martin is a partner in the Deerfield Beach office of Roig Lawyers and serves on the firm’s management committee. Jessica concentrates her practice in the areas of Personal Injury Protection (PIP)/No-Fault litigation and fraud (SIU) investigations. She also defends clients in cases involving bodily injury and uninsured motorists.
As a skilled trial attorney, Jessica has tried numerous jury and non jury trials and arbitrations to verdict in state court. Jessica is also experienced in the use of alternative dispute resolution techniques, including mediation and arbitration, as a means of litigation avoidance in first and third party insurance claims as well as bad faith/extra contractual matters.
Under Jessica’s direction and supervision, the firm established a fraud (SIU) investigations team that uses sophisticated data analytics to identify potential billing fraud in pending litigation matters. The fraud (SIU) investigations team is experienced in research involving records maintained by the Florida Department of Health and the Florida Agency for Health Care Administration, including health care clinic licensing data.
Jessica and her team handle the identification and investigation of fraudulent claims and scrutinize all documentation available in a case to look for patterns of unnecessary medical treatment, false or forged signatures, fraudulent medical claims, staged accidents, and patient recruiting. By tracking the frequency of medical billing, treatment codes, and known medical staff resources, the team is able to alert carriers when billing patterns indicate the likelihood of fraud.
The Florida Department of Financial Services has approved Jessica to teach continuing education courses for insurance agents and insurance agencies.
She is a native of Miami, Florida.

- Granted motion for discovery in the Circuit Court in and for Miami-Dade County in State Farm Mutual Automobile Ins. Co. and State Farm Fire and Casualty Co. vs. YH Imaging, Inc., In Re: OM, MM, et.al. in favor of the insurer/petitioner where it established necessary good cause to bring discovery action to challenge the lawfulness of mobile x-rays. The Respondent’s motion to dismiss was denied.
- Granted motion for discovery in the Circuit Court in and for Miami-Dade County in State Farm Mutual Automobile Ins. Co. v. Progressive Rehabilitation Center, Inc., In Re: CR, GA, et. al. in favor of the insurer/petitioner where it established necessary good cause to bring discovery action to challenge licensing of Respondent and whether it is “wholly owned.” The Respondent’s motion to dismiss was denied.
- Granted motion for discovery in the Circuit Court in and for Miami-Dade County in State Farm Mutual Automobile Ins. Co. v. Millennium Diagnostic Imaging Center, Inc. In Re: AE, LM, et al. in favor of the insurer/petitioner where it established necessary good cause to bring discovery action to challenge MRI accreditation. The Respondent’s motion to dismiss was denied. Granting of discovery motion was affirmed by the Third District Court of Appeals in Millennium Diagnostic Imaging Center, Inc., v. State Farm Mutual Automobile Ins. Co.
- Granted motion for discovery in the Circuit Court in and for Miami-Dade County in State Farm Mutual Automobile Ins. Co. and State Farm Fire and Casualty Co. vs. New Life Rehab Medical Center, Inc. In Re: EOG, DC, et al. in favor of the insurer/petitioner where it established necessary good cause to bring discovery action to challenge licensing of medical professionals.
- Secured judgment against Defendants in affirmative Federal Court action brought by State Farm Mutual Automobile Ins. Co. and State Farm Fire and Casualty Company for recovery of monies paid for fraudulent insurance claims.
- Reached amicable settlement with medical providers providing unlawful medical services in favor or insurer without having to resort to costly litigation.
